Send an email verification link

Generates a Firebase email-verification link for the user and emails it.
Rate-limited to 1 request per minute. Returns { success: true } on success,
or 422 if the verification link could not be generated.

The id of the resource. This is a UUID for most resources, but for user endpoints it is the user's Firebase UID (an opaque string), so no uuid format is asserted here.
